Design and deployment of a secure digital case management system to track, manage, and support the reintegration of returnees and vulnerable migrants in Edo State.

For years, reintegration efforts for returnees in Edo State were hindered by fragmented case records, paper-based documentation, and inconsistent coordination between agencies. Case workers struggled with delays, incomplete follow-ups, and the absence of a unified system for accountability and collaboration.
To address this, IOM partnered with VIISAUS to develop the Edo State Case Management System (ETCMS), a secure, web-based platform tailored to the realities of migration management in Nigeria.
The system consolidated thousands of historical records, created a centralised registration and case-tracking process, and introduced modules for critical services such as accommodation, rehabilitation, and skills training. Partner organisations, including NGOs, now use dedicated logins to update support records in real time, improving transparency and collaboration.
The impact has been transformative. Routine tasks are faster, handovers between agencies are seamless, and decision-making is backed by real-time data. Adoption exceeded expectations, with over 90 per cent of users demonstrating proficiency. The system also supports the investigation and prosecution of trafficking cases, strengthening accountability and protecting vulnerable populations.
Beyond technology, ETCMS exemplifies the value of alignment between government actors, international partners, and local expertise. It demonstrates how context-fit digital transformation can enhance humanitarian response, ensure sustainability, and scale to other regions.
