Co-design of a strategic roadmap aligning HCD’s mandate with Nigeria’s national socio-economic priorities.

Nigeria’s long-term growth depends on its ability to unlock the potential of its people. Yet past human capital initiatives were hampered by fragmented plans, overlapping mandates, and weak accountability.

To address this, the Office of the Vice President engaged VIISAUS to design a multi-year Human Capital Development (HCD) strategy that anchors national ambitions in clear priorities and measurable outcomes.

The roadmap introduced:

  • Four thematic pillars: health, education, skills, and entrepreneurship.
  • A federal–state governance model to drive coordination.
  • SMART performance indicators embedded into flagship programmes.

The outcome was the adoption of HCD 2.0, positioning the Desk as the central driver of Nigeria’s human capital agenda. With a unified framework, stronger governance, and measurable KPIs, the government is now better equipped to deliver impact at scale — improving education outcomes, strengthening healthcare, and preparing youth for the future of work
