Design and deployment of a unified digital revenue collection platform across all 18 Local Government Areas, eliminating cash transactions, improving accountability, and creating a transparent IGR ecosystem.
Prior to this engagement, local government revenue in Edo State was plagued by manual processes, cash handling, and fragmented enforcement by non-government actors. This created significant leakages, undermined trust, and limited the government’s ability to forecast or plan effectively.
To resolve these systemic issues, the Edo State Government mandated the complete digital transformation of Internally Generated Revenue (IGR) collection at the local government level. VIISAUS was engaged as the core technology partner to design, develop, and manage a secure, scalable revenue platform.
The project introduced:
- A multi-channel digital system (web, USSD, POS, and dashboards) with offline capability for low-connectivity areas.
- A ban on cash collections, replacing them with secure, traceable transactions by government-certified agents.
- Recruitment and training of collection agents from the EdoJobs database, supported by mobile devices, scratch cards, and field equipment.
- A real-time central dashboard enabling government administrators to track collections, agent performance, and revenue trends across all 18 LGAs.
A pilot in three LGAs demonstrated success before full rollout statewide. With the new system in place, citizens experienced greater transparency, while administrators gained actionable insights through live reporting and improved oversight.
The impact was transformative: manual leakages were eliminated, every transaction became traceable, and local government IGR operations were standardised. Executive leadership, phased piloting, and local capacity building were key success factors.
The initiative has since positioned Edo State as a pioneer in subnational digital governance. Opportunities exist to further expand the platform, including integration with broader e-governance systems, reconciliation modules, automated receipts, and citizen feedback features.
