Building a Resilience Framework for Africa’s Agribusiness Accelerators

Africa’s agribusiness accelerators operate in diverse environments with varying regulatory standards and limited resilience data. Fragmented assessments made it difficult to benchmark performance or attract investment. AU NEPAD sought a unified baseline that could map resilience gaps and create a standard framework for measuring and improving risk management capacity.
In partnership with regional incubators, VIISAUS conducted a multi-country baseline study combining quantitative surveys, scenario modelling, and validation workshops. The approach replaced fragmented country reports with a harmonised methodology designed to assess resilience against climate shocks, market volatility, and operational risks.
Through collaboration with national ministries and local accelerators, the team co-created a continental Resilience KPI Framework, supported by a Theory of Change and Monitoring, Evaluation, Research and Learning (MERL) system.
The final output provided AU NEPAD with a practical evidence base to guide the design and rollout of the Home-Grown Solutions Accelerator Program for Agribusinesses, enabling data-driven policy design and resource allocation.
VIISAUS brought analytical depth and strong coordination across regions. The resilience framework they developed has become a reference point for designing the Home-Grown Solutions Accelerator Program.
